Yes but by the time you buy your cells the glass the ribbon the frame and get use to soldering them without breaking its cheaper to just to buy them used . If you don't build them right your waisting your money . There is so much more to it then just building panels . You really need to study up on it before throwing your money out the door . If your going to do anything at all you would be best off doing as the other poster said and try to build a magnetic motor .
References :
I may not understand your question. If you want to learn how to size/install about renewable energy, there is a college that teaches that: http://www.sanjuancollege.edu/pages/4003.asp

They turn out great students and are one of the top renewable energy colleges out there! (I know, we've hired folks who have graduated from there before)

If you don't want to devote that much resource/time to it, there is alot of free learning, including free webinars at www.altestore.com. And there are also places that offer online and offline courses for $ like SEI http://www.solarenergy.org/ and MREA http://www.the-mrea.org/

I hope that helps!

It is better to use magnetic generators and it is much cheaper. You can get the full information for free here:
References :
http://magneticenergy.funzblog.com/magnetic-generator-save-electricity-with-magnetic-energy

There is no standardized college courses yet in place for renewable energy. There are NABCEP certifications for Solar.

Good college curriculum would be in Mechanical Enginnering or Electrical Engineering. Electrical tech degrees doing well right now too.
References :
Im a Mechanical Engineer

Yes, I've built them myself. I generate about 20% of my monthly power with homemade solar panels. I ordered a video and ebook I found online. I don't remember the name of it but here is a review site that lists several different instructional guides for homemade solar panels.

I assume you mean 60-70 kilowatt-hours. To average that amount of energy, you'd need a 10 kW solar array where I live, larger is most of the USA. That's really at the high end of what people put up, unless they're very well off.

The best way to get an accurate estimate for your neesd is to contact a solar installer in your area. Look in an old-style phone book under "solar" and arrange for a free quote. Then you can decide whether you want to go ahead or not. The costs will likely be in the tens of thousands of dollars.

If you want to see what we did, you can email me through my profile. However, our system is considerably more modest than the specs you propose. The usual strategy is to get your house's energy usage down by conservation, insulation, and efficiency, first, then go for a much smaller solar installation.
References :
Not really sure that a college course is needed to learn how to build solar panels, wind turbines, or renewable energy. There are several books and videos available for free on the internet, just Google it.

There is a great program at http://www.powersolutionsfromhome.info, that I have used to start harnessing the power of solar energy. Also lots of great articles here, http://www.squidoo.com/lensmasters/powersolutionsfromhome
References :
http://www.powersolutionsfromhome.info
